i know i know, that was a very confusing topic. but my question is this. what apps and providers would i have to look at in order to recieve calls over wifi and not my cell minutes, obviously when in wifi range?

the kicker is that i need people to be able to dial my regular phone number in order to get ahold of me. i have looked around at all the newer apps released out there to include iCall and nothing seems to be doing what i am thinking about.
