AN icon re-organiser changer mover thinger

i love those perfection themes and lately i had the htc emerald theme until winterboards new release destroyed it but the one thing they all need is bloody blank apps so things dont resort to their default layout, so what would be cool would be a application where you personalise where you wanted your apps without having to put 10000 blank apps.
Lets say, below is the default layout ( i no the picture is crappy, dock not included)

What if i want to make a gap in the middle and have a html clock in the middle, that would mean four blank apps per page

so can any 1 do this, it would mean themes like vista,android and blackberry perfection would work well, leaving the door open for more widgets,
can i just say a big thank you to the people that are no only making new themes but different UI themes like all the perfection ones, i was getting so sick and tired of the old layout and having to put different icon themes wasnt doing me any favours, thank you!
