AppleDailyTimes has a Cookie Fix for jailbroken iPhones in their repo: http://appledailytimes.com/installer

It's a mistake in firmware 1.1.4 (I'm not sure if it is also in 1.1.3) where Apple forgot to fix the permissions of the cookies, running them as root instead of mobile (I think).
