If it is out of contract ATT will unlock it for free for you. If it is still in contract you can use a site like officialunlocks.com or message MMi moderator Cowboy to get it officially unlocked.
There is also the ipad baseband method to unlock it but I wouldn't suggest that for an ATT iPhone now that you can get it officially unlocked.

Yup, you can still get it unlocked from ATT as long as it is locked to ATT.

If it is out of contract then ATT will do it for free for you. Call them to ask.
The unlocking sites can get it done as well, they normally charge anywhere from $10-$30 for an ATT iPhone unlock.

Check the link in my signature "can I unlock" for info on that. I would really not go that way if I were you though. It doesn't cost much for one of the sites to do it and that is a permanent unlock.
