If you don't have the shsh blobs you can't downgrade

You can downgrade to 4.1 on the 3GS without blobs

Is push notification available if i downgrade to 4.1?although i need hacktivation?

I'm sure that if you hacktivate your push notifications will be gone, no matter the firmware
