iPhone 3GS won't activate!!!

hi, everyone, i urgently need help. I did a 5.0.1 Stock Firmware Restore on my iPhone 3GS with the Baseband of 6.15.00 and it kept on stuck at the activation screen and iTunes couldn't detect the AT&T Official Sim Card. Do I need to RE-FLASH the iPad Baseband? If so, can you tell me how to RE-FLASH it?
