Just did some research and looks like work for the ipad baseband downgrade has been postponed until Unlock is out for iPhone 4 Baseband 2.10.04. I see a lot of people starting threads here about the same thing. Maybe this should be stickied?
An unlock for that baseband 02.10.04 has been in the works as early as November 2010, so don't get your hopes up for the baseband downgrade that was rumored.
Try Reseting your network settings
GENERAL
RESET
RESET NETWORK SETTINGS
The phone will reboot. When it's done, go outside and hit the maps icon. Cancel anything it says about connecting to networks so that it's totally reliant on GPS.
Worked for me on 6.15bb IOS 4.2.1 greenpoison broken.
I have an iPhone 3GS running 4.2.1FW / 06.15.00 BB / greenpois0n broken and ultrasn0w 1.2 unlocked. I'll reinstall TomTom 1.5 and see if I can get it to work using this method...

Realised it was picking up on wifi routers, but bang on, I tell you.
Installed TomTom to test GPS and realised my GPS isn't working afterall. Sorry for misleading anyone!!
True GPS apps won't work. There are lots of GPS apps in the app store that run off wifi/edge/3G. Read the descriptions and they will usually say something about that.
Tomtom and Navigon are the most common true navigation apps that don't work after the iPad bb upgrade.
