Yes. I tested it and it works flawlessly.
Spirit + Blacksn0w up and running with OS 3.1.3 and baseband 5.11.7.
I did not look at your ipsw. Only thing i did differently from the guide is that i did not extract the whole ipsw, I renamed it to zip and just deleted the LLB file and edited BuildManifest and manifest files, saved and updated them in the zip file. Then renamed it to ipsw again and restored.Last edited by Cer0; 05-10-2010 at 10:10 PM. Reason: Ooops Wrong one

I used both. Windows to restore and mac to use iRecovery.
The error you want is 6.
I also put the iPhone in DFU mode.

I used notepad++ for windows. When i used wordpad the error i got is "Firmware is currupt".
When you install Blacksn0w, use RC2 from the repo cydia.pushfix.info.
Repeating: I used Windows 7 x64 and iTunes 9.0.1 x64 to restore and then my Mac OS X 10.5.8 to use iRecovery.
I did this twice. It really works.
If it doesn't for you, you're doing it wrong.

Download 3.1.3 for iPhone 3gs: ModMyi Forums - Downloads - iPhone 3GS 3.1.3
Rename it to zip, edit the files with notepad (not wordpad) or notepad++.

When you download it it's a .ipsw file. Rename it to zip.
If it's a zip file, open it winrar or whatever and if there is a file named BuildManifest.plist inside it, just rename the .zip to .ipsw and you're fine.

Enable file extensions for known file types and rename it again.
