can i file my ecid onto cydia by pc?

i bricked my iphone but i havn't upgraded to 3.1. im prepared to restore and everything, i just need my ecid onto cydia, any way to do this from PC?

obviously can't do it by cydia cause i can't even go past the apple logo on my screen *sigh* stupid me

If you weren't on file with a 3.0 ECID SHSH in cydia, you are not restoring to 3.0

you could forget about unlocking, fix your phone now, and have it jailbroken (later).

i'm pretty close to upgrading. im at my wit's end.
