I have my ECID file on my MAC can I save it to Cydia?

not until the Jailbreak for 3.1 is released. keep it safe for now. you can always do a restore with 3.1 using Tinytss

i know nothing about mac's but i think it works with windows and Mac

Yes, follow steps 1 & 2 of this topic.

Point gs.apple.com to Saurik's server, then when you click generate/run the umbrella command to get the ECID it will look like you are attempting to restore - and when you do this Saurik's server stores your ECID for you.

This is a way to get it on file without even restoring your phone

Is there any way to check to make sure the ECID is on file without a jailbroken phone? I have my PC pointed to gs.apple.com and did a full restore (didn't know about Umbrella ), but I just want to make sure everything worked correctly.

As long as you pointed gs.apple.com to Saurik's server, then it will be on file.
