    Is there a way we can register our iPhone with Saurik's server without jailbreaking our iPhone? I have the iBEC and iBSS from DFU mode and the iBEC from restore mode stored.

    Read Saurik's article and you will find the answer. It is possible to get hashes without jailbreaking. Change your host file and start the restore process in itunes. This works only for firmware versions Apple still signs, so not different from caching with Cydia. You can get your 3.1 hashes this way.

    while that is one way of retrieving the needed files yourself, AFAIK the only way to "register" your phone with cydia's activation server is with cydia itself.

    So I think it's safe to say you will need to jailbreak to do that.
