Visit the App Store Resource Center for more details about how you can add In App Purchases to your free apps.
Now before you go back to complain about Apple fixing exploits and what you're entitled to do with your phone, take a minute to let the news sink in. What does this mean for the future?

No more Lite version - Mentioned in the announcement itself, developers can now (if they choose to) package their whole app under a free title, letting you try it, then if you want to really get it, just unlock the full game/app through an in-app purchase.

The end of piracy? - Probably not, but it'll be harder now. Since in-app purchases are verified through Apple to check that your account has in fact purchased the feature before being unlocked, you won't be able to just find a cracked .ipa and call it a day.

NO MORE "FREE 40 PRESTIGE POINTS IN HAPPY MMO FUN KITTY TIME" littering the free section of the store - Developers for these MMO games can now "sell" these through the app itself.

Like i said before, i heard about it in app reveiws that said it works... In like 10 different reveiws between 2 different apps, however it is not a scam because it does one of two things: one it generates an account that someone els has which is stealing, or two it creates an account with a fake credit card or fakr means of payment then never pays for the apps and deletes the account, which is also stealing and probably even worse than using cracked apps

That still doesn't answer the question of why you would insist on it being legal in your first post.
